Section 3720E of the Debt Collection Improvement Act of 1996 (the Act,
Pub. L. 104-134, 110 Stat. 1321-373) amended the Federal Civil Penalties Inflation Adjustment Act of 1990 (the 1990 Act,
Pub. L. 101-410, 104 Stat. 890) to require generally that the head of each federal agency adjust the civil monetary penalties subject to its jurisdiction for inflation within 180 days after enactment of the Act and at lease once every four years thereafter.
