About Devin

Devin Schmelzer is an independent Enrolled Actuary that assists TPAs with their defined benefit plans. With a solid understanding of actuarial principles, generally accepted accounting practices, and strong programming skills, he helps keep it simple to manage expectations for the coming funding requirements. He leverages extensive industry experience, rigorous compliance research, and academic training in accounting and actuarial science to deliver effective retirement plan solutions.

With a passion for integrating technology into pension plans, Devin understands the broader perspectives needed to achieve time-efficient and compliant outcomes for employers and their pension plans. Whether he’s leveraging federal registers for APIs, creating participant notices, generating XML files for government filings, researching letter rulings, or publishing articles, Devin provides timely, compliant solutions that adhere to established guidance.

Actuarial Credentials

Enrolled by the Joint Board

As an Enrolled Actuary, Devin is authorized to render opinions on retirement plans before the IRS and tax courts. This includes signing IRS Form 5500 Schedule SB, PBGC premium filings, and advising on plan qualifications, employer contribution deductions, and other IRS-related matters. Although general guidance is offered, each situation is unique and must be evaluated based on its specific facts and circumstances.

American Academy of Actuaries

As a member of the American Academy of Actuaries, Devin follows Generally Accepted Actuarial Principles when rendering opinions. The Academy issues Actuarial Standards of Practice (ASOPs) for all specialties, and pension actuaries must to the specific ASOPs relevant to their practice.

American Society of Enrolled Actuaries (ASEA)

Devin holds the MSPA credential through the American Society of Enrolled Actuaries (ASEA), a specialized community of pension actuaries dedicated to sharing professional knowledge and advancing retirement plan expertise. He currently volunteers in ASEA’s mentorship program, guiding aspiring actuaries as they begin their professional journeys.

2018 – Present

While working with ASC—an industry-leading pension software company—Devin also consults independently through Pension Resource. Although ASC does not provide actuarial services, Pension Resource, founded in 2016, is an independent entity (not affiliated with ASC) that serves as the platform for Devin’s consulting practice.

Industry Experience

2010 – Present

Since 2010, Devin has been active in the pension industry. Traditional Defined Benefit, Cash Balance, floor-offset, carve-out plans, combinations with profit-sharing plans, and even 412(e)(3)/412(i) plans are just a few plan types he has worked with.
